Protesters demand transparent probe of Pasuruan shooting

Some 100 people staged a rally at the Hotel Indonesia roundabout here on Thursday demanding a transparent investigation into the shooting of four civilians in Pasuruan district, East Java, on Wednesday.

"We want a thorough investigation into the case and public disclosure of its result," spokesman of the Federation of Self-Reliant Farmers Associtions (FSPI) Achmad Yakub said.<>

Yakub also urged President Susilo Bambang Yudhoyono to order the Indonesian military chief to put an immediate halt to the use of violence and other brutal acts and emphasize dialogs to resolve a dispute between the Indonesian Navy and the local people.

He said the shooting incident showed no sign of good intention on the part of the Navy to respect, fulfill and protect human rights.

In addition, it was also a violation of article 3 of the Universal Declaration on Human Rights stipulating that anybody is entitled to life, freedom and safety as individual, he said.

The shooting followed a violent protest involving some 300 villagers who were angry over the construction of a Navy office on about 3,600 hectares of disputed land in Telogo hamlet, Pasuruhan.

As reported by the state news agency, the Navy defended the shooting, saying soldiers followed standard procedures for dealing with a violent protest.

Quoting a joint statement by a number of non-governmental organizations (NGOs), he said they rejected the Navy’s argument. It was the villagers who made self-defense to defend their rights to live, he said.

The NGOs include the Rapid Agrarian Conflict Appraisal (RACA) Institute, the Agrarian Reform Consortium (KPA), the Indonesian Forum for the Environment (Walhi), the Coalition of Anti-Debts (KAU), the Alliance of Agrarian Reform Movement (AGRA), the Commission for Disappearences and Victims of Violences (Kontras), and the Self-Reliant Farmers.

Meanwhile, Indonesian military (TNI) chief Marshal Djoko Suyanto said the military would not object to the National Commission on Human Rights (Komnas HAM) investigating the incident.

"I have been contacted by chief of Komnas HAM Garuda Nusantara in connection with the incident," he said adding his side would pass on all the relevant reports to the TNI’s Legal Counselling Board for a further investigation by coordinating with the rights body. (dar)
