President Should be firm in rejecting DCA

The Riau Islands Government and Natuna district administration have blatantly rejected the Defense Cooperation Agreement(DCA) so that President Susilo Bambang Yudhoyono has enough reasons to reject it.
    
The president should actually show his firm  stance after listening to the aspirations of provincial governments in addition to the Indonesian Legislative Assembly refusing to ratify the DCA , Chairman of the House’s Commission I Sidarto Danusubroto said here on Wednesday evening after visiting Tanjungpinang, Batam and Natuna.<>
    
The implementation of DCA could actually disturb the sovereignty of the Indonesia’s sea territory and air space especially the Riau islands province  and the life of fishermen in Natuna if their fishing grounds will have to be made as a military training zone.
    
Since the beginning after combining DCA agreement with extradition treaty, factions in the House of Representatives expressed their rejection to ratify it. The state news agency reported.
    
The implementation of the agreement did not run parallel with the losses Indonesia would have to suffer, because  a 25 year period of the agreement was too long in addition to letting Singapore to stage military exercise with a third country.
    
In return, extradition treaty which will reportedly return the money stashed by Indonesian corruptors  as well as bringing the corruptors living in Singapore to justice could not be easily implemented, Sidarto said. 
    
The implementation is not as easy as expected, because it will depend on the national law of Singapore.
    
The experience showed that since 1974 Indonesia and the Philippines and some other countries engaged in extradition treaty could only extradite perpetrators in five cases through the judicial process prevailing in a partner country.
    
Therefore, according to Sidarto, it is much easier to extradite Indonesians facing judicial process through harmonious relations and mutually beneficial cooperation without making extradition treaty. (dar)
