Regional govts warned over slow release of school funds

The central government on Tuesday threatened to come down hard on regional administrations found to be withholding much-needed funding for schools.
National Education Minister Muhammad Nuh said the release of school operational aid (BOS) to state schools had been slow so far this year, with only 109 of 492 district and municipal administrations countrywide having started to disburse the funds.r />
“We have warned them that the BOS fund that was have transferred to them from the central government on December 26 should have been distributed to schools this week,” he said at the State Palace in Jakarta.
He added that the most effective punishments for regional administrations still holding on to the money were financial.
“Every year regional administrations get a certain amount of funding from the central government,” Nuh was quoted by the Jakarta Globe as saying, adding that he "will coordinate with the Finance Ministry and the Home Affairs Ministry to punish [under-performing] regional administrations [by cutting] their budget allocation.”
Several regional administrations have refused to distribute the BOS fund because they claim they do not want to breach a regulation issued in 2006 by the Home Affairs Ministry forbidding one state institution from providing grants to another — in this case from the regional administration to state schools.
Until last year, the central government distributed the money directly to the schools.
As of this year, however, the government has decided that under the principle of regional autonomy, the money should go to the local administrations, which are then responsible for distributing it to the schools.
However, Nuh blamed the slow release of the funds on the administrations’ inaction rather than on the 2006 regulation.
“If a district like Banyumas [in Central Java] can distribute the BOS, why have other regions failed to do the same?” he said. “There’s no problem with the regulation.”
Ade Irawan, a researcher from Indonesia Corruption Watch, said the new distribution method would only raise the risk of the money not reaching the schools.
“The regional administrations will hold on to the money because they can earn interest from it,” he said. “Or else they’ll wait until the schools bribe them to distribute the money.”
Teachers have reported having to use their own money and borrow from students to cover classroom costs.
Nuh said that despite the hitch, his ministry respected the principle of decentralization and expected the money to be released soon. (dar)
